Not according to a recent document. It points out that a good sized nuke will mess with the magneosphere enough to allow the solar wind to do nasty stuff...it seems you are presuming that three nukes are needed due to the direct radiation from the nuke being the cause, but that is not it. And EMP hardening is only good for so long, ANY satellite can be knocked out right away if the radiation level is enough. There have been plenty of examples of these very satellites being knocked out by solar storms, what a nuke could do is in effect create a very large solar storm.
