We had a school nurse when I was in HS (Baltimore County)- her name
was appropriately Mrs. Paine.  When I almost cut my thumb off with a
linoleum knife in art class (I'm a klutz), her comment was "Don't drip
blood on my clean floor".    When I was working in the Pensacola
school system in 1960, there were no school nurses.  When I was
teaching here in the 80s there were no school nurses.  I don't think
there are any now either.  I don't know about ALL cities, but legal
liability or not - most of the time medication is given by the school
secretary or someone like that.  Or it is not given.  Fortunately, my
kids were healthy.
