Baltimore is more than just the harbor and inner city.  I was born in
Baltimore, one of my kids was born in Baltimore (in the old Woman's
Hospital)  I worked in Baltimore at various time, and my mom and dad
worked in Baltimore, before and after we moved to Towson.  We moved to
Towson in 1950 because my mom did not want me to go to a single sex HS
as I would have done had we stayed living in Roland Park.   My husband
grew up in Rogers Forge which is partly over the county line.  My
children went to school there for a couple of years.  

All big cities and some small towns have suburbs and outlying
districts.    My grandfather lived about 500 yards outside the
Philadelphia City line.  Did that disqualify my mom from knowing about
Philadelphia.  I don't think so.

That's quite true that Baltimore and Washington are rivals.  That's
normal - they are quite different cities.  And a lot of people don't
care for what is 'Inside the Beltway'.   The people in Virginia have
quite deep differences and disagreements between those in the capitol
in Richmond as to funding the suburbs around D.C. (which should have
stayed as part of the District anyway).  Most people in Arlington,
Alexandria etc think they don't get enough funding from Richmond for
roads etc,and most people in the rest of VA think they get too much.

The Smithsonian started as a bequest from an Englishman who had never
been to the US.   It does get Federal funding now.

But again - there's more to the District than just the Smithsonian.
(DC even has an aquarium - never quite understood why they made
Baltimore the "National" Aquarium.)
