I wasn't involved with the first go-around, so I'm unaware of such
restrictions. We post all of our developments on-line, including our
objectives, so it would be impossible to restrict courseware writers, etc
from gaining our materials. For people submitting, the said 'author' would
only have knowledge of their own items, which may not even be accepted,
therefore, wouldn't have any disadvantage over non-participating authors
of such training materials. I'll check further, but I don't see where this
is an issue.
We actually are encouraging more trainers and authors to be involved in
the development process to help balance out all of our technical
participants. Since we aren't in the business of courseware development or
other types of documentation we don't necessarily have the feedback
required from our author friends of how material can be organized to
satisfy both our technical needs, and the needs of our training industry
partners.
