Please do elaborate.  It seems to me that making the items public allows for
greater numbers of editors and testers, since there is no longer any need to
keep them secret while doing so.

I'm not saying it would be easy, but perhaps a mass-moderation system could
be used to filter out bad questions and find the best ones.
