It seems you only recently took a stroll there for the first time. That place has always been a mess my friend. The last time I was there (sometime in January), I even took photo evidence. There is dust everywhere. And the inverter has dead batteries. Infact the uptime of Infocom's router at the IX has never been more than 2 days.

its not the pipe to the IX that is a problem....

I sometimes get RTTs in excess of 2500ms when reaching some peers which is more than what it would be over the 2 sat hops. And a traceroute would show that the latencies build from the IX to that peer. Wouldn't that explain a congested pipe?
