Don't think so. If I didn't get it wrong the problem is that 
networkmonitor_de_DE.desktop simply exists 
(https://github.com/lxde/lxqt-panel/blob/master/plugin-networkmonitor/translations/networkmonitor_de_DE.desktop)
 
and hence gets sourced while building.

I still think that both networkmonitor_de_DE.{desktop,ts} could simply 
be dropped from the source code without any downside.

(Unlike I first thought this doesn't apply to all languages, see Helio's 
post.)
