there was a few but if they make no money they wont offer it.

on ADSL at work and cable modem at home so no local call rates at all. the
dial ups i can do are just pay for your call. I use it when i connect to my
office remotely via mobile and palm/laptop.

the monthly charge ones are free 0800 connection with a monthly
subscription. I cant imagine many people will pay a charge and a call
charge. 

Broadband if you can get it will cost between 25-35 per month depending on
who you go with.
