I've had insightbb service (then @home service) since May 1999 and I can
only remember one lengthy outage. That one was last year and lasted for
about five days. No other outages were for more than an hour or so.

That works out to about 99.6% available. Hopefully, a five days outage will
not repeat itself any time soon and the availability will closely approach
100%. 

In 1999 you could lease, lease to buy or purchase the modem and they did the
installation. Modems then cost $200 and installation charges were extra.
Scheduling the installation was a big pain.

I haven't had to contact the local office for any reason in several years
but my previous experiences with them makes me very reluctant to switch my
local phone service.
