In normal use AppleTalk browsing will only have minimal impact on network performance. If it has more it means something is wrong. Just turn it on and leave it on. The "AppleTalk will stop your network" line was something IT types spawned so they wouldn't have to deal with Apples.

In the 'ole days, AppleTalk did quite a bit of chattering, as part of its continual search for nodes to talk to. But as I recall, Apple fixed that back during the early System 7 days.

With more than a dozen OS 8/9/X AppleTalk hosts, on a 10-base network, I've never seen that "reconfig" traffic hit more than 2% (bandwidth) usage for about 30 seconds. And that was only when a host was misconfigured.
