For printing, leave it on all the time. It will have negligible effect on 
your network.

What you need to be careful about is AppleShare File Sharing. If you have 
file sharing turned on so that your OS9 Mac is acting as a server, that 
Mac will typically slow down for interactive use. It doesn't affect your 
LAN much, just responsiveness of the Mac doing the serving. Use the 
control strip to easily turn file sharing on and off as needed. Or if you 
find you need a server on all the time, dedicate a Mac to that function.

The biggest problems with AppleTalk these days are that many switches and 
routers block it (hubs do not), and OS X has very limited backward 
compatibility for file sharing.
