Sounds like it's being less than cooperative for you.  How about we try to 
download the entire Sierra installer from the AppStore then.  When in the 
AppStore on your Mac, press cmd-4 to bring focus to your purchases.  Sign in if 
needed.  There should be a table with your list of purchases.  Interact with it 
and see if Sierra is in there.  If it is, then to the far right of that row 
should be an Install or Download button, press it.  If for some reason, Sierra 
is not in your list of purchases, press cmd-f and enter Sierra in the resulting 
field, then press return.  MacOS Sierra should be your first result in the 
Search Results.  Locate the Install button within the info for MacOS Sierra and 
press it.  If it says that you already have Sierra, press the "So What" button, 
oops, I mean the Continue button.  If the download progress is not available in 
this screen, press cmd-4 again to bring up the Purchases scree and interact 
with the Other Purchases table, you should find the download progress in there.

See if you have any more success this way.

Tim, I did attempt to download the regular update directly from Apple, but it 
will not download completely. It has stopped at 34.9 MB, 36.6 mb, and 40.5 MB.
I have downloaded other items with no problem.
