OK, in Lion I just exitedSafari and then went back in.  I tried to shift
cursor down as my very first keystroke and it didn't work.  Then I turned on
quick nav and again it didn't work.  I then pressed the right arrow key and
then the left arrow key.  Tried again, this time it worked.  After that it
continued to work until I closed Safari again and reopened it, at which time
the same sequence.

All tracking is turned on.
It's really flaky it seems when you can and can't select stuff off webpages.

Once I had cursor tracking on I did VO-H to jump to the header, then
VO-right a couple times to get to the paragraph, the plain old
shift+downarrow to start selecting the lines of text. I don't have quick-nav
turned on so my arrows are free for doing this. Hmmm. Just tried it again
with quick-nav on and it worked there as well. Maybe there is some other
setting I have turned on? You verified that you have cursor tracking turned
on? Otherwise I'm stumped.
