I don't know for sure either, but at least one (ChemiCloud) is saying 
vague things that lead me to think they would be helpful in this 
process:  "Migrating your existing 600-person list, including members, 
archives, and settings, is certainly feasible. While we do not provide 
shell access for security reasons, our support team is here to assist 
you throughout the migration process. We can help ensure a smooth 
transition with minimal disruption."

Other cPanel providers have so far not directly addressed this.
