If you greylist everything, that's going to be awful. After a host has
successfully retried once, there's no point in greylisting again.

I've heard people claim that they greylist for a long time in hope
that in the interim spammy hosts will appear on DNSBLs but that
seems like minimal benefit for a lot of damage.
