I'm sorry; I should have mentioned this before. The BTS is one of the few
US government agencies that recognizes the MapInfo format. They have an
excellent Viewer/Pre-Processor that runs in Windows 95/98. You can
download it from their site. Description and URL is:
"The Pre-Processor reads the NTAD/NORTAD data format and converts it for
use in the viewer. It also provides the option of converting the data into
several common GIS formats: ArcView, ARC/INFO generate, Caliper
(TransCAD/GIS Plus/Maptitude), and MapInfo. The pre-processor reads and
converts only the base NTAD/NORTAD files. The attribute files must be
linked separately from the GIS. See the NTAD/NORTAD documentation for each
database to determine the key field which links the attributes. "
