Far be it for me to declare that I have the *ideal* grid maker, but 
years ago we developed a very simple MBX that does the following:

 - Works on Non Earth maps (kilometers).
 - User points to lower left corner of desired grid.
 - User points to upper right corner.
 - User indicates length of side of grid square (meters).
 - Grid produced. It is a separate layer of squares, filling as 
best possible, the original limits indicated by the user. Each square 
is a separate region with an ID field (the only field) indicating its 
sequence number.
- User "saves as..." and gives it a name. 
- User Opens the grid and uses it for Thematic Mapping. User can 
modify structure and add fields as desired.

It works, is very useful, and is available (free) on request with the 
source code (which is very unsophisticated). Changing kilometers to 
miles and meters to feet will be left as a challenge to MapBasic 
beginners.
