Well, we are probably talking about two different things here. I had a
chat with Niels and got enlightened.

David, I understand now that 'votes' here in this email thread refer to
a result of an individual QA review done by person X.Y. And then the
process roughly goes like:

- MeeGo Apps will tell each 'vote' to BOSS
- BOSS implements the "approval" or "rejection" logic
- BOSS promotes or demotes an application

Up until today I thought that based on all review results it will be
MeeGo Apps to decide if an app has passed the QA review or not. This is
what I spoke about in San Francisco [1], but apparently that was not the
a common understanding. Glad, that it has been clarified now, before
work was done.
