Paul,
Good idea.

Just hook up a pot. when the car is cold and the engine hasn't been run.
Turn on the ignition, then slowly twiddle the pot. until the needle just start to move 
off it's stop.
short out the wire to check it reads full scale.

Measure the resistance and solder a resistor into the sender wire.

Be a bit more confident sitting in traffic

The guy at Cheapa Auto Spares sold me a new shiney one for about $9 but I
think I got the wrong one...also no needle movement, but earthing makes it
swing over into "cook". Maybe if I got a variable resistor  and figured out
how much resistance/current is needed to get the needle to point to where it
should for operating temperature, then check what resistance the sender is
at...
