As a first guess, I'd say that the windings on the compressor clutch
magnet might be shorted (at least partially). You could get the
pulley/clutch assembly off a salvage yard car and try it.

Parts out in the moving/vibrating/oil-covered/dirty end of
things experience failures.  Clutch coils, wires and connectors
to the same, etc.  Look over that stuff carefully, from the
clutch on back (through pressure switch, etc.)

Or it could be the horn, or anything else sharing the fuse.
The trick is to diagnose what blows it.
