You need to grease the oscillation mechanism. Remove wiper assembly, then remove the cover -- on some of them, you can remove the allen head screws on the windshield side of the "hub" and lift the cover, off, others need to come out of the car.
Once you get the cover off, clean up the mechanism and re-grease with moly grease. I find that it's a good idea to put a drop or two of ATF on the slide post that operates the wiper once in a while, too. If the composition gear is worn, you need to find another (unworn) wiper assembly, it's NLA.
