By state law ALL corporate associations - whether HOA or some other type of association - have to be operated by an elected board of directors. However, what he left out was the very important fact that the parking rules were voted on and enacted by an elected representative board of directors. Every set of by-laws has recall provisions. If a majority are unhappy with the new parking rules, simply vote out the board. Then elect a new board who will do away with the parking rules. That's how representative government works.
