The  government is supposed to treat all it's people equal. And yes, a 
government  plan would have equally bad coverage for everyone.  But it really 
doesn't  matter because it is not the role of the government to provide health 
 insurance. The whole premise is wrong. 



I agree that Government would not ordinarily be thought of as the provider  
for health coverage, or car insurance, or retirement income, or disability  
income, or surivor benefits, or.... The list goes on.
The point is that people need all of these things and for various  reasons 
there are those that cannot get them in the free market.  "We The  People"  
means us.  All of us.  And yes, we are our brother's  keeper to an extent, 
because we have agreed, to provide for the common  defense.  
Let's say a terrorist releases a toxin in a community water supply; Do we  
go to the town's Mayor and say "You deal with it", or do we look to the 
Federal  Government to supply the anti-toxin or antidote?  
 
Government health care (as some want to call it) is not a radical  idea.
