If my sister and I want to move into a house together, adopt disadvantaged

same thing, but makes their own kids?

In my opinion you should be entitled to the same treatment as a married
couple. It is Religious Nonsense that the STATE has incorporated into law
that decides who may claim that status, and our laws are not supposed to be
made or continued based on religious grounds. A secondary Federal status
that you WOULD qualify for is Head of Household.
