Matter is subject to the laws of God.. but even those are not totally know. The 
totality of far beyond what i can comprehend. What glimpses i have there is no 
way i can fully understand the totality of God. What it really cones down to is 
what ever satisfies your personal monkeys. .  That is why there are so many 
different beliefs out there. 
There is no one answer that fits all.

If the universe were a part of God's being then by logic it would be under
God's control , and you being a part of the universe would be under his
control , that is,
your will would be subject to God's will.
