relays *are* necesasry, if you go high enough with the power your
headlights draw.  for one, they allow you to easily retrofit thicker
gauge wire to handle the higher current loads, which the car's existing
wiring was not meant to handle.  i suppose you could bypass relays and
rewire the main wiring harness in your car if you wanted though...

relays are also necessary to allow the main current draw to bypass the
headlight switch, which was NOT designed to handle all that current. 
there is no way to get around this, and running +/- double the current
through your headlight switch WILL make it burn out prematurely.
