But I already tried that.
PHP is definitely in the cache.
# php5-cgi test.php
# /etc/init.d/apache2 reload
Same delay. And I have a very big cache on the machine.
Subsequent calls of "apache2 reload" will also raise the delay.

And my experiment with suexec clearly (I think) shows that the problem 
isn't PHP related. Because when the patched suexec exit right at start, 
there will no PHP be loaded! But I still experience the delay.
