Howdy y'all, If a package originated from US to international destination, it was my understanding that Paypal would protect the seller, if seller provided a delivery confirmation / tracking # that could be accessed online.
USPS global express provides that info. While it is an expensive option compared to their other choices, it is still cheaper than any other international carrier. I am not sure that the other USPS choices provide online confirmation. I have used that service exclusively, and it has worked every time without fail. Naturally, I have acquiesced to every international buyer's request that the value of the package is nominal, so that the buyer may avoid VAT (Value Added Tax), so there is a trade off, so to speak. Since I have not seen any messages to the contrary, I am sure that all the international buyers on this forum have never requested to have their shipments declared at a nominal value so that they may avoid paying the VAT; and all the sellers who ship internationally ... automatically declare the actual value of each shipment, so that their buyers can faithfully discharge their duty as fine, upstanding, law-abiding citizens and pay the VAT with a happy face. The seller however is not. Hence when buying, of course it makes sense to pay only for Air Mail International. In the event this package is not received , the buyer can always receive a PayPal refund. Not so with the seller. The seller is royally screwed by Ebay and PayPal unless a proof of delivery can be provided and so far Priority International and Express International are the only services offerred by USPS that provides absolute proof of delivery. I'm currently testing Stamps.com to see if International Air Mail tracking is provided and so far I've received no tracking on any of the International Air Mail packages I've shipped through them.
