If you have something from the post office saying the purchase was delivered, Ebay and PayPal will both accept that and will not allow the buyer to reverse his payment. I believe he's scamming you because he doesn't realize that you have a delivery confirmation from the post office. The buyer can give you a negative feedback but so what. FRANC
