if you can prove the package was delivered to the address provided, then Paypal will not rule in his favor, if that is his complaint

he can make other complaints, like item received not as described, and Paypal may have a different opinion

I basically punted at that point -- but am following up with the local post office to investigate what happened with the shipment.
