Ron, Steve, Steering away from dictionary definitions, as is my wont, ... I like that Ron. We've have had terrible trouble before disentangling individual / collective issues from the social & cultural (and the social vs intellectual) ... and I think your "definition" is a promising statement of the reality.
Intellect as relationship involving individual and culture. The nature of that relationship (quality) - Questioning at one extreme, dominated by authority at the other. I shall muse on that a little longer.
