The problem seems to be the way the word 'dynamic' is used in two different 
ways:
1. Dynamic used to predicate Quality
2. dynamic used to predicate patterns of values.
Lila gives a number of examples of 2. For example, biological cells are 
described as having two aspects, a static dead protective outer shell and a 
dynamic core.
If static patterns are within the static repertoire then they should be 
amenable to definition.
Dynamic Quality is not within the static repertoire - in fact, it is defined in 
the negative sense as NOT being within the static repertoire - so it is not 
amenable to definition.
My own view is that when people talk about 2. there should be a definition.

Do you mean "block" as in "obstruct" or as in "form a structure"?

s: Both. The term 'structure' is static by nature, and it is a function of?that 
which is static?to obstruct.
However, it may that one is able to imagine 'processes' which form 
structure-like patterns which are also opaque to DQ?
This may be what people intuitively regard as dynamic patterns.
That there are patterns which are more dynamic, in some sense, than other 
patterns seems to be assumed in the language used in Lila and those who discuss 
these matters on the moq.org.

Take the law.? You want it to be dynamic enough to be flexible for
changing circumstances, but not too dynamic as to be capricious.

s: Tricky one. You seem to be describing Wisdom here, and this word is 
difficult to define. It may be a candidate for dyamic pattern(s)?
