I would look towards these and other factors as being more important than some
laws on tolerance.

OK. Then please provide me with evidence. Show me what specific media
adoptions, backed by data on their increased use, correlates where and how with
improved treatment of minorities. I assume there were many increased adoptions
of media between 1920 and 1950, yet I see little evidence as to how those
significant increases in media use effect even marginal change in the treatment
of minorities. So, again, if you can provide evidence to support your claim, I
am all ears. If not, I am forced to ask, why would you "look towards these" if
you had no actual evidence for them?
