Hi Arlo,

It is quite possible that the increase in communication (telephones, internet
TV, radio, travel) over the last five decades, and the improvement of
our attitudes towards those less fortunate is coincidental.  It is also 
possible that our increased standard of living and decline as a world
power (empires in decline are usually more forgiving), is happening
at the same time as our improvement in social justice is merely coincidence.  
But 
I would look towards these and other factors as being more important
than some laws on tolerance.  In fact these laws may be the result of 
numerous societal changes resulting from technology and wealth.

It is dangerous to think that the populace at large needs to be taught
and directed in their behavior.  It polarizes people and political
systems.  I disagree, that without intervention man is doomed.

I doubt it. But if you have evidence you can point to, I'd be happy to hear it. 

For example, what "increase in communication" would you say occurred in that
two year span that would account for the better treatment of the
mentally-handicapped child than the one two year previous. I see direct
interventions, sensitivity training, and zero tolerance towards abusive
behavior. I can match those exactly with what occurred.

But what communication medium are you referring to? Movies? Television? Phones?
Newspapers? Can you overlay any evidence of that adoption or increase in these
tools and an the improvement of any minority condition? 

I'd also add that cars got much faster since the 60's too, will that be your
next theory?

But again, please provide the evidence that I'm sure you have which made you
make this claim. Thanks.
