Is it possible that the increase in communication ability was of more
importance than the PC movement?

I doubt it. But if you have evidence you can point to, I'd be happy to hear it. 

For example, what "increase in communication" would you say occurred in that
two year span that would account for the better treatment of the
mentally-handicapped child than the one two year previous. I see direct
interventions, sensitivity training, and zero tolerance towards abusive
behavior. I can match those exactly with what occurred.

But what communication medium are you referring to? Movies? Television? Phones?
Newspapers? Can you overlay any evidence of that adoption or increase in these
tools and an the improvement of any minority condition? 

I'd also add that cars got much faster since the 60's too, will that be your
next theory?

But again, please provide the evidence that I'm sure you have which made you
make this claim. Thanks.
