Right. Dave T's view essentially says that mind creates intellectual patterns
which is simply a fall out from the old SOM mind/matter division..

Well, intellectual patterns emerge from social patterns, which themselves
originate from biological patterns. So "brains" do not create intellectual
patterns, no.

But brains form the foundation for social patterns, and the "mind" is a social
pattern, the result of the biological organism assimilating the collective
consciousness of her/his culture. 

So, yes, from the collective activity of social minds emerges intellect; the
"skilled manipulation of abstract symbols with no corresponding
reality"(Pirsig), in the same way that social patterns emerge from the
collective activity of biological patterns.
