As for the MOQ, its environment and purpose, again I go back to the idea of
control.  The significance of any purpose is moot if the thing being considered 
is
imune to any kind of control, e.g., what's the purpose of 12 feet of snow in 10
days?
 
I'd be interested in discussing whether the MOQ and its environment are in
control, out of control or imune from control.
