In our district, all students are given Dibbles for fluency  
assessment at least twice per year. (It may be three.)
All students are given three separate passages to read and the  
average is counted. We use grade level passages for all students in  
that grade level. We do use this as a screening tool to identify  
students who need additional intervention, so we do not use the  
student's guided reading level.
We have established district norms.
