We use DIBELS as a broad screening tool for decoding difficulties.  Since this 
is the first year we are using it school wide we are going to DIBEL the 4th and 
5th graders also, mainly for fluency and prosody.  It is much like a running 
record for the older students.  We do use their grade level whether that is 
their reading level or not.  If they are extremely low you can use materials 
from the previous level to track them as you give interventions to bring them 
up to grade level.

This is a very simplified explanation of how we use DIBELS.
