I've barely skimmed Altwerger's new book, Reading Fluency-Process, Practice, 
and Policy and I am so impressed already.  I'm ready to start reading it soon.  
Anyway, for now, I've garnered this:  their recommendation for a tool to assess 
fluency = regular, basic, ordinary, had-it-for-a-long-time miscue analysis.
