YES. If nothing else, bugzilla only allows targeting one major version ahead, so past target milestones have to be used if one wants to reasonably prioritize work.
This is not a Bugzilla limitation. If you want more future target milestones, just ask :-) Also, priority is generally used for prioritising work (hence the name) rather than TM.
