Win98, PII-300/80MB/30GB+8GB (two drives), build 2001050704.  It uses
15.32 MB, as reported by Discover Pro from Nuts and Bolts, on startup
with the Classic skin to open a blank page.  15.89 MB for the same
setup, using Modern (the new one).  Clearly not 20+.  It was only up to
18.80 on Modern having viewed three different pages, ending on
www.mozilla.org.

Admittedly, not ideal, but apparently it does actually use more RAM on
systems that can afford to have more RAM used.  So 20+ MB for a blank
page is certainly not ubiquitous.
