Through some utter weirdness, that I do not wish to go into, the 'nsbeta1'
keyword and the 'mozilla0.9' keyword mean exactly the same thing and
should be used like siamese twins.

Netscape managers will look at nsbeta1-nominated bugs, and Mozilla drivers
will look at mozilla0.9-nominated bugs.
