Which engineering goals are chosen and accomplished affects which goals can 
be met to satisfy user desires. 

For instance, if Moz is too big and slow then the Netscape Communicator based 
on it will be too big and slow. The whole purpose of engineering goals in a 
project such as Moz is to allow goals for products developed for end users to 
be met.
