Dear programmers :)

I use MP3 for encoding borrowed CD's for a legal low-power FM radio station in New 
Zealand.  To save money I am not using a frequency limiter/sound compressor and I'm 
allowed to use 16khz rather than the usual 15khz cut-off.  I'm using Winamp & plug-ins 
for the compression and relying on the Xing encoder switch to filter out all 
frequencies over 16khz.

I would rather use a better encoder and Lame is heading to be the best.  Could one of 
you kind programmers please consider a new switch (say -K or -k-) to permanently turn 
on the existing low-pass filter.  As I said, Xing has this option, and for FM radio 
which doesn't need the higher frequencies, it would leave more bandwidth for better 
quality encoding.

Greg tells me that using VBR with -V5 or higher setting turns on the filter but I 
would prefer to use -V4.
