In all fairness, I believe I'd add an annual report that laid-out expenditures for City-provided services by property type. A good case in point-the rental property at 26th & Knox that precipitated the "Jordan-Riot" last August. There were roughly 390 calls placed to 911 (bynearby residents) the 12 months preceding the riot related to THAT street corner. What did THIS cost MPLS taxpayers? BTW-the property OWNER lives in Elk River.

1.  The 2002 Comprehensive Annual Financial Reports (CAFR) for the
City.

2. Current year (2003) financial reports (updated monthly) showing the "Truth in Taxation Budget" categories with "Actual" receipts and disbursements compared to "Budgeted" receipts and disbursements, both current month and year-to-date.

Additional items that should be reported on a cumulative basis each year:

A list of non-performing loans that are owed to the City.
A list of bad debts written off by the City.
A list of grants given by the City.
A list of loans given by the City.
Total pension and healthcare payments for former City employees.
Total payroll and healthcare payments for current City employees.
A complete list of property tax exempt real estate in Minneapolis (over $7 billion now). Per capita spending in each budget category compared to St. Paul, Duluth, Rochester, Bloomington.
Total expenditures to outside law firms and consulting firms.
