WM: But that is beside the point. Whether an education degree is worth squat or not is immaterial.
The point is that many an aspiring teacher and a potentially excellent administrator went through the torture to get those degrees (sitting in summer or night school and teaching in a school), only to have the rules change once they'll achieved the benchmarks for entry. That's the illegal part. Carol Johnson had met the benchmark, so the complaint there can only be one of not allowing citizen input into the process. Citizen input, as the board pointed out, is not a requirement, but a politically savvy move nonetheless. Perhaps seven years ago, when they hired C. Johnson, it wasn't necessary to do the politically savvy thing. Seven additional years of kids not making it through the school system has probably raised awareness a huge amount.
