There is a difference between residential streets and major
traffic arteries.  Drivers on residential streets should
be alert to the presence of children.  

Personally, I'd be happy if drivers in my neighborhood
would simply obey existing traffic laws and common
sense. Stop running Stop signs! However they don't,
hence the need for traffic calming.
