I think this whole thing of Phyllis Kahn's embarrassment is a tempest in a teapot. A person's a fool who believes any or all of the verbiage in campaign lit from any source. It's all spun fine as cotton candy before it goes to the printer. If you want to know an incumbent, the record is public information. If it's a newby, you'll have to meet him/her and take the cut of his/her jib.
I've had signs stolen from my lawn and signs misappropriated at community gatherings by adults behaving like ten-year olds. It seems to be a juvenile behavior that o'ertakes people particularly hard during the silly season. But it can happen any time. Just put a sign on your lawn that some fool disagrees with and whoosh! it's gone. If my political lit is being stolen, whoever's doing it might consider taking more.
