I think the biggest question to be raised on this issue is a subjective one. Trends in a society are not often clear-cut until long after the fact.

I suspect however, that if the intersections where the cameras were located were clearly marked that video surveillance was taking place (with signage) that it could serve a usefull purpose - making dangerous intersections less-dangerous. Which is a good thing for everyone.
